Nope, not Digimon. Digimon started a bit earlier, but ran for much longer than this series.
And Jetix wasn’t there yet when this aired. This is from some rip of reruns

If images don’t really work, then my wife prefers that I put up silly ones! Like here when the main character inserts the cards from his fallen friends into his nipples to power up! 
Silliness aside though…
This boy is voiced by a voice actress who’s been active for a really long time. She had her first leading role in film in a Ghibli in the end of the 80s and her most recent appearance was in 2022 in Kagami no Kojou. Over the years she also had roles in series like Ranma 1/2 and some seemingly eternally running ones like Nintama Rantarou and Meitantei Conan.
The leading lady in the series is voiced by another voice actress who has been active since the mid 80s till now. With her doing some of the voices of characters in favourites of mine like CLANNAD, Kanon, Acchi Kocchi and Gochuumon wa Usagi Desuka?. She also starred in some classics like Dragon Ball and Bishoujo Senshi Sailor Moon S.

never seen anything you just listed not even dragon ball only seen clips. but looking on mal found this lady Minami Takayama - MyAnimeList.net and scrolling through her work looking for tv shows where she voiced a male main character around 2000 or so i found
and some of the characters look right is this it? never even heard of it

A very correct guess though! 
I was thinking about doing a more detailed slew of hints, but I’m actually happy that I didn’t have to scour for anything without almost blatently telling which series it is. It keeps amazing me how different some of the series you guys watch and what my wife and I like to watch
