I have two GTX 680s in SLI and i was wondering how to configuer them correctly. I have them configured for max 3D performance on the NVIDIA SLI config menu. But my GPU's are locking at 705 mhz

where are you getting the clock info from and which drivers are you using?
the card may not be locked at 705mhz but are idling at 705mhz. gtx680s will increase the speed when needed.
you can use nvidia inspector to monitor the cards clock speeds in real time.
if you use evga precision x you can use the K-boost option to lock the voltage and gpu clock at it's highest setting.
i think msi after-burner has a similar feature.
