You know, that both doesnt surprise me. and I would have expect that from apple, not google.
I assume this is your Google Play profile you’re trying to change the country for, I found this Google support article which essentially states the same thing:

This reminds me of Apple’s requirement that you own an iPhone in order to set up their Apple TV… as if you haven’t given them enough money already.
But could you do it in an Android KVM?
I don’t like it, but I can’t say I’m terribly surprised. It wasn’t that many years ago I still refused to get a smart phone and MANY doors were closed to me because companies just can’t fathom you being unable to use their “app”.
Used the Emulator from Android Studio, it worked fine, but I wonder what are the chances of a non-technical person doing this…
I would say it’s pretty much zero when you have to disable “Virtualization-Based Security” to install Intel’s HAXM (which has been discontinued recently)…
yeah but on KVM you just launch the x86 android release and you’re good to go.
I agree though, it shouldn’t be this difficult and it’s not efficient.
