How would I go about removing the restrictions for overclocking a datacenter nvidia card on Google Cloud Platform in a Windows 10 env?

For example:

" nvidia-smi -ac 3004,1100"

returns

“Setting applications clocks is not supported for GPU 0000:01:00.0.
> Treating as warning and moving on.
> All done.”

You don’t own it? I would not go about running other people’s hardware in unsupported configurations if I were renting it.
