Free Windows 10 on systems with system under 9" screens

Hi everyone, a few years ago Microsoft announced free windows licenses for systems under 9" screens, did this ever happen and if so how does one go about acquiring it. Only as an OEM?

If I recall this was extended from Windows 8/8.1 trying to get OEMs to build tablets. The major downside of the free Windows aimed at OEMs was they couldn’t have more than 64GB of storage so many companies made 32GB eMMC tablets as a result. Some ultra small form-factor PCs also fell into the free Windows if the CPU remained Atom Z-series or N-series Celeron with under 64GB of storage.

As above, pretty sure it was OEM only. Basically it was Microsoft trying to take share from IOS/Android tablets.

And yes most of the resulting devices were hot garbage (as unlike the iPad with fast flash storage, decent GPU, etc. they were equipped with eMMC crap and trash tier other components).
