the monitor has nothing to to with the game droping frames and screen tearing also neither does your FPS (if its over 29 it shouldent jump or sputter) this should help you,

i haven't noticed this but as long as you have a 4 core or higher you shouldn't notice a difference either. i first noticed this with borderlands 1, fx8120 8gb ram and an HD8670 should run blands max out with extra head room left over but my screen was terrring my fps was all over the place and i couldn't figure out why, i tried all sorts of things from editing the config files in a text editor all the way too crossfireing with my girlfriends 6850... nothing worked about 2 years later i stumbled upon a blog that had something about some one forcing the game to windowed mode with an external program (in games that don have that as an option in the video settings), i found one and it worked like a charm 200+ fps butter smooth i cant belive it took me so long to fix it. EDIT: this works with games that are not properly coded for AMD hardware

Just dont cap the FPS at all, the source engine needs a lot of FPS to work as best as possible. You could lock it at 240Hz. So you have 4 Hz per Output Hz. Dont cap it at 60/61, the game will feel slow when you do that and you wont hit anything.
