Fallout New Vegas Modding, Recommended Mods?

I've messed around and modded NV before but it was a while ago, and I lost interest because I couldn't get it to function and I was more into Skyrim at the time. Now I'd like to get back into it.

I have an idea of what to get as far as textures and stuff. What I really need are mods that improve the games function like reducing or eliminating CTDs and complete freezing. Is there a New Vegas equivalent to Skyrims Startup Memory Editor?  http://www.nexusmods.com/skyrim/mods/50305/?  (Already know how to use Boss, and FNVedit so I'm set for those)

I'm also curious of your mod lists. What other mods do you guys use and recommend? Any special things you had to do to make them work? Screen shots and lists are welcome.

I used to get alot of crashes in NV, but I found this http://www.nexusmods.com/newvegas/mods/35262/? and havnt had any problems since, even with high res textures, an ENB, and alot of mods installed. Just make sure your steam is running when you go to launch it from this mod or it will not work.

I must admit I have not played it at all yet so I cannot comment on stability but this is the list of things I either have installed or am installing so when I fire up for the first time it is ready to roll in grand fashion.

I am taking the list at face value that it will work until I get to play the game. 

Anything special need to be done or do you just install it with the mod manager?

you download it manually, it is a special FNV.exe that allows you to use a full 4gigs of RAM

better than what it was last year, I had about 180 mods, super unstable, got rid of all of them and started fresh a couple months ago.

I think the Fellout NV mod is a must have. It removes that god-awful orange tint from the game. I hate when developers do this with their games.
