oh dear, i feel like an idiot now. ita specs are:
CPU AMD Phenom II Blck edition
GPU: EVGA GTX 660

What kind of budget are we talking here, cause I would personally say, for video editing, the least you would want is an i7 3770, if you really wanted to go cheaper though, the amd 8350 would probably be the cheapest CPU I would grab for editing, the GPU is fine, though the TI would be better if your friend could afford the extra money for it. How much video editing are they planning to do on this rig?
his budget is about $800, so i dont think an i7 would be possible
