CPU suddenly locked at a high voltage

I’ve never overclocked before and I don’t intend to, but I guess my problem is most relevant to this category.

I installed Qubes OS a few days ago and everything was going well but today I find that my cpu is running at 1.36 V, the same value is reported in gentoo and windows (well actually lm_sensors on linux detects 0.68 V but linux reports half of the actual value).

Before this problem I could use gentoo on cpupower’s powersave governor and it would report 0.36 V (so really 0.72 V).

I don’t know what to do now, as I really didn’t do anything voltage related in the bios that could’ve led to this issue (for qubes os I just enabled some virtualization stuff). And even after installing it, the voltage was a bit higher than normal (0.48 V reported instead of 0.36 V), but nothing big.

My only option seems to be to go into the overclocking settings and doing something there, but I’d like to get to the root of the problem and not have to go into those overclocking settings.
