I would go with the NH D14 more over for the lack of sound you will be getting, to keep your PC silent. I wouldn't be surprised if you could get your 8350 to 5.0GHz on there, I know people have done it with less. You will get better temperature on load more over than you would get on idle with the NH D14, you are also paying for the quality Noctua provides with their products. A 6 year warranty and if they release a new type of socket motherboard(ex. AM4+) and it does not match the same holes of AM3+, you can contact them and they will usually send you adapters for it. They also have great customer support.
Don't get me wrong though the Hyper 212 evo is a great cooler for the price and you will be able to get a decent overclock; it just depends on what I posted above is worth the extra cost to you.
I agree with Jetix. The Noctua is a better cooler than the Hyper 212 evo. Having said that, I know a few guys on here that have gotten really nice OC's on their FX-6*** series chips using the Evo as well.
In reviews the Noctua is usually ranked as the top air cooler available, also the DARK KNIGHT! I haven't used it but use almost exclusively Noctua fans in my case and on my Kraken.
