Can you clean a cpu with water, when there has been thermal paste on it

It really isn't recommended. Before I got my thermal remover, I used 70%+ isopropyl alcohol (rubbing alcohol). Leave the alcohol on for at minimum 30 seconds then remove it with a cloth that doesn't leave behind fibres (eg. coffee filter). Repeat if needed.
