Can't connect to random websites

Someone I know's having a problem connecting to random websites (Netflix, BBC news, etc.). Facebook, Google and loads more are working. I thought it could be a DNS issue, so I got him to change his DNS servers to Google's (8.8.8.8 and 8.8.4.4). I got him to do a tracert to netflix before and after changing DNS servers.

As you can see, there's no change. I suspect it's a ISP routing issue, but my knowledge of networking is terrible.

One of the big ISPs in europe is having routing issues atm too, wonder if this is the 512K bug rearing its head again.

Although I had routing issues were my traffic was thrown around the country. Though it's fine now.

The weird thing is, it only happens on their laptop. Their phone can connect to the websites fine over the same wifi.

Last time I had a issue like this

I found out the zyo.
a mains connection.
Had blocked my routers mac address.
the moment I changes it.
Bam I was able to hit those blocked sites.

flush the dns cache and try again

ipconfig /flushdns

They tried earlier. Didn't work.
