Basically what it says in the title. Wanna snag a 390 while I can get one for $285 but dont want to replace my power supply as that would defeat the purpose of saving money on the gpu.
Nope, not really.
A non-overclocked 6700K, non-overclocked R9 390, a handful of 120mm fans, and a single hard drive already push passed 400 watts, and you'd want additional headroom above that. That is unless you want to fry components and/or burn your residence down of course.
Yeah, plus look at the efficiency curve of any PSU that you're considering.... most are optimal in the 40-60% load range.

you should be able to use it just fine but you might need to underclock your gpu for gaming.

a full system should pull just over 400w load with a 390. I wouldn't overclock or do cpu/gpu folding with it.
regular gaming should be less than 400w
Just chiming in. I tried something similar years ago. Only, the parts were less power hungry...
It was an i5 2500k not overclocked and an HD 7950. I tried powering it with a Corsair CX430 430w. It didn't work. Just a blank screen. Swapped out the CX430 for a SeaSonic SSR-650RM 650w, and it worked. And it only drew about 300w at full load. I'm not saying that it needed 650w to run properly. 500w probably would have been enough. It just didn't like 430w...
Back on topic. I can't believe people are saying "it's good enough" when they don't even know the make/model of the PSU... What if it's a Sentey, or Apevia, or something even worse? More info is needed to make a better assessment. As it sits, the answer is NO.

i would not realy recommend it.
You are going to need to upgrade that psu eventually anyway. Unless you wait for the next round of GPUs which should be much more efficient overall, in which case, 450W might suffice.
I allways recommend a 650W psu for a setup similar to this.
But a decent 550W unit should also do.

It might work but for longevity I wouldn't push it. It all depends on your psu and rest of hardware. I recently ran a XFX R9 380 OC, FX 4130 and few HDs on a Corsair CX400. (solid Seasonic built able to put out around 450w) While the machine was 100 percent stable the noise was too much. The psu fan was almost at full tilt in any sort of demanding situation. And while everything was stable ripple may have been higher than optimal. Unless you have an excellent 450 psu I'd grab a higher rated unit.

You can calculate the rest of your parts your self but for an average system with those 2 parts you have listed, I got around 490 Watts.
The reason why 650w because you need overhead. I would not advise anything lower than this.
Those estimates are a bit generous. I have a 4790k, as well as a r9 390x as a back up card. When i tested it in gaming, it used around 350w. That said, i wouldn't dare run my system on a 450w PSU.
