This is what I would change:

760 instead of 660TI and maybe a different, better motherboard. I'd suggest either Asus or ASRock extreme4
whats your budget?
^What he said. 760 with an ASRock extreme4
Just to be safe with upgradability I'd go with a corsair 650 instead of a 550 if you can spare the money.
Also a WD Caviar Black > Caviar Blue for some extra pocket change
Lastly, if you want to OC your CPU eventually get some sort of aftermarket heatsink. If not, then don't worry about it.
Even if he's not overclocking, I would suggest getting at least a Cooler Master Hyper 212 Evo just because the FX CPUs can get hot.
I would change it to this http://pcpartpicker.com/p/1deQv
MalcolmX, the 8350 isn't worth it (in his price point) and instead he could get a better graphics card, the 760 and stay around that 650-700 area.
And I second Vortex88, get that 212 EVO. You don't want your cpu sitting at 70 something degrees regularly.
The reason I would stick with that motherboard is that the PCI-E slots are x16 and x8. Usually, the boards are x16 and x4. Its better to have x16 and x8 if you later plan on going SLI.
Here is what I would go with.

670>760
At a premium of cost.
670 ~= 760

Don't even bother with the Phenom ii's when you can get the FX second-gen for not much more at all. The phenom CPUs are great, no doubt, but the 6300 is a kick-ass cpu not far off from an 8350 or even i5. Except you don't pay much more for getting it over any phenom.
