I want to start streaming from my PC, but whenever I stream my internet speed drops on my computer but whenever I do an internet speed test it goes to the actual bandwidth which is 100mbps Downloading and receiving. Please help.

CPU: AMD-5800K QUAD CORE 4.2Ghz
RAM: 8GB
MOBO: ASUS MA
GPU: SAPPHIRE RADEON 290X
ELGATO: HD60 PRO
Where are you twitch server are you streaming to? Could be a congested server or one in another country/region. Sadly I'm not experienced at all with streaming. not sure what else it could be.
There's a list of ingest servers here and their status.
pick a different twitch server, and make sure your streaming software does not have a speed cap. I've used OBS and it had to have the cap set, for example.
Not sure what the question is. When you stream it uses up bandwidth so your connection becomes slower
