HI, I'm buying a laptop with NO disk drive and NO operating system. If you put the windows 7 install disk into a USB optical drive can it still boot from that and install it??? So can i just buy any usb disk drive and install windows 7, or do you need an operating system for those usb disk drives to work in the first place

It should work out of the box. If anything the DVD drive will be detected as a USB device. You could go into the laptop's BIOS and set the boot priority to the USB and once you apply the changes the USB DVD drive should boot the install.
Just install from a flash drive
