Do you get there if you unplug ur os drive and boot the PC?

If you have one, try with a ps2 keyboard. Sometimes USB keyboards do not initialize in time.

also the quick boot setting in bios can throw you for a loop as well.
even if you have a ps2 keyboard knowing the proper f key of your system. you have just a very tiny time frame to use to hit the f key.
quick boot is convenient once your system is configured the way you want, it is faster.
but it makes it a pain to access bios.
