You don't need Kali... you need a paper clip.

if you have a linux dvd, then i would say boot with that in live mode.
And do a download test again.
Check if you get the correct speeds then.
As for the router, you can basicly just hard reset it.
But after that, you do need to re-set wifi settings and such.
