Yeah, I think it's time to switch over from air to water. I'm willing to pay up to $70 for this. LED fans would be nice
The best $70 240mm AIO is a either a Noctua NHU-14S or NH-D14. They will cool as well as an H100i and will be quieter.
IMO any liquid cooler under 240mm is worthless and you will not find a decent one really for $70. Either stay with air and get a better air cooler or save up your money and grab a 280mm AIO like a Kraken X61 or a custom loop. Those options will perform better than a 240mm or air cooling.
I would recommend the Swiftech H220X. It is well over $70 I'm afraid, but it would be an upgrade over air cooling. Ii's possible to cool a GPU with it too if you get a GPU block as it is expandable.
