Has this issue with the over the air tv broadcasters switching to a DRM model via ATSC 3.0? It sounds like they are wanting hardware to decode the signal that receives updates over the internet to continue to work. I.e. they are working on a subscription model for over the air tv. It reminds of the the issues we had when I was a kid and we had a gigantic satellite dish in the back yard. HBO would always change the encryption out from under our provider.
This guy has been covering it and says that several markets already have undecodable signals
