This is very weird, something is prolonging the post process but all the usual suspects have been narrowed out. Can you give us a full and detailed parts list? There has to be one thing that we aren't thinking of that would freak the power on self test routine out.

My last idea would be to enable Legacy Only in the CSM parameters for the video device, as I'm not so sure as to if the GT 610 properly supports UEFI Bios's properly. Besides that I'm out of ideas.

any preboot enviroment enabled?lan booting ? ipmi enabled? some pro motherboards like server stuff take longer to start because of hardware checks also. I own asus ws x99 and had a lot of issues till I replaced it. Also try removing xmp profile and check if it makes any difference.
disabled everything nothing works. What i am going to do next is just replace the motherboard.
I went to return this and picked up a different motherboard and it is taking 5 seconds now. So I am happy. I wish the asus worked better out of the box, but I was struggling with it to power on quicker. Anyways I bought an ASrock that was highly rated and has better temperatures surprisingly.
Maybe there really was something wrong.

If you haven't already, update the BIOS
Also,
Use the jumper on the motherboard to reset the BIOS.
Test without any O/C, etc
unplug anything except keyboard, mouse, and monitor
It could be trying to enable a management interface on the network, or if there are any USB devices attached stumbling on those. Use PS/2 devices if you have them and they are supported.
Also, test your memory. Use Memtest86+.

Okay, yeah Asrock boards are pretty good.
But interesting, i will see if i can do some research according to long boot times with Asus X99 boards.
Its exaly an interesting thing.
I know this is going to sound crazy, but try unplugging all your USB peripherals.
I do not know why, but a lot of asus x99 boards seem to be having issues with their USB ports.
already replaced the motherboard. But did do that earlier and it didnt help me out. microcenter had me exchange it and now it works.
