Even though it's not ARM, the Up Squared SBC is also an option. I have one on order for use as a pfSense router.
It's lowest config has way way more power than any of the ARM CPUs here, but is only about $109. It also has dual GigE, a M.2 AND a SATA connector, in addition to 16GB of eMMC onboard.
Not sure about your timetable on this project... but the Up Squared I have on order should start being delivered maybe in April/May. It's a Celeron with 2GB RAM and 16GB eMMC... which is many times more powerful than even the fastest ARM board.
I just looked at the Odroid-C2 again.. and that's pretty much in the same league. I'd recommend that if you are dead-set on an ATM processor. I still think that the Up Squared is a better device because it's more powerful, has integrated eMMC (it's not an option), dual NICs, 3x USB3.0, and dual HDMI... for $109

For Mini Arm server the Odroid-C2 seems good but it’s starting to get into the dear end. Since ill be making it a basic web server (been running apache2 on a original raspberry pi B for 4 years now and have never had an issue).
Ill probably go with the banana PI pro since it has a gigabit Ethernet and 1GB of ram.
however if in the future I want to get a more powerful system I know where to look
