I had a similar issue with my Asus Strix x399-e gaming. Power off the computer, then disconnect the the PSU from the wall or flip the PSU switch to off. Leave it off for 1-2mins, reconnect the PSU or flip the switch back on, and power on the machine. Let me know if the bluetooth comes back on. Its annoying but I saw people reported the same issue and fix even on windows with the board.
