Aftermarket GPU Cooler (Non Liquid)

Starting today my graphics card seems to be running much hotter than it normally does. After looking directly at the card I notice that one of the fans seems to be wiggling a little and running a bit slower than the other. I have not changed any settings with NVIDIA control panel before or after the overheating started. Drivers are up to date, fans and heatsink are as clean as can be, even with a large desktop oscillating fan blowing towards it the temps stay higher than they previously have. GPU is ASUS GTX 760 DirectCUII with no overclocks. ASUS GPU Tweak is installed but only to max out fan speed (even at max you can't hear the fans spinning). Even my AMD FX 6300 with a cheap aftermarket cooler never exceeds 75C under heavy load while the GPU seems to hit 90C no problem. Are there any good aftermarket air coolers for this specific card that don't cost over $50?

It has passed warranty now, have had it for well over a year.

Two easy things to try first. One, call up Asus and see if they can give you a rough idea of how much a repair might cost. With some diplomacy, you might be able to talk them down a bit--a year and change for this kind of failure does make them look pretty bad. Second, if you exhaust all of your avenues with Asus, take the whole cooling assembly off yourself and really work it over. Give it a thorough cleaning, see if you can figure out where the issue is, apply some fresh thermal paste, then re-attach and see how it performs. If it still gives you trouble, then start looking at other options. I believe it's a custom PCB, so your options may be limited.

Arctic Accelero line has some aftermarket coolers for GPU(Air)
a while ago i put one of them on my dangerously hot gtx 560 ti from zotac
and the temps dropped significantly if i can remember correctly from around ~90/80 °C to ~60°C
also got a lot quieter
