Active or Passive Cooling Policy for Windows 10 Virtual Machine

Hello, I am running a Windows 10 VM in Virt-Manager. I have an AMD Ryzen Threadripper Pro 3995WX with 512 GB of RAM. I was going through the Power and Sleep options for the hardware and under Processor Management → System Cooling Policy → Setting you can select either an Active Cooling Policy or a Passive Cooling Policy. I thought about this for a bit before posting this question and in my mind it makes sense to use a passive cooling policy being that there is less overall power consumed and the Linux host system is actually handling the cooling for the CPU so I would NOT need Windows to get in there and try to actively cool my CPU. My question is: Is this correct logic on my part or should I in fact be using the Active Cooling Policy instead for some reason? Thank you for your time and I look forward to hearing from you.
