660€ Budget Video Editing PC

I'm currently trying to build a new workstation pc on a budget. Because I life in Germany Prices maybe different for you.
I will mostly work with Adobe Premier CS6 on Win7 and DSLR footage in H.264.
For me quietness is a really important aspects to the System.
To wrap it up i have currently one AMD and one INTEL build and I want your opinion on it.
For my IPS Panel I will get a 23" (58,42cm) Dell S2340L for 167,11€
My Budget for the PC is 660€

So should i go AMD or INtEL Performance wise? Is there sth you would change in order to achive better results in noise/performance(have in mind this rig is not designed for gaming)? Or would you Build completely different considering the Budget?
