Im making my first build here in the next few days and i had some extra money and thought i should invest in a aftermarket cooler since i have heard the stock cooler is bad and runs pretty hot. I dont plan on overclocking off the bat but want to some time down the road.
I dont want to deal with water cooling, i want a good CPU cooler that could allow a mild overclock somewhere down the line, i would prefer the CPU cooler be in the 50$ range but i can try and make 70$ work
The NZXT Havik 140 is a solid option. I'm using this in my personal build, and it works well. I caught it on sale for $36.99 not too long ago, so I would recommend waiting until the weekend to see if any deals come up between now and then.

what kind of temps do you get with it? also what kind of overclock could do you think i could get out of it assuming i get a average chip?
These things vary from system to system.
With my 3570k and ASRock Z75, I was able to achieve a 4.4 GHz OC. My CPU temps ranged from 65-75°C at full load (Prime95). Keep in mind, motherboards like the ASRock Z75 are awful for overclocking. The temps on the motherboard itself were too hot for my liking, so I decided to back it down to 4 GHz (CPU temps were fine; motherboard was the problem). Assuming you're using a better motherboard, you should be able to attain better numbers.
Also it shows on the description on amazon the supported sockets and haswell is not listed there.
It supports LGA 1155; therefore, LGA 1150 is supported. The distance between the holes on the socket are the same.
Ok. Would i need to buy thermal paste or does it come with it?
I would recommend this. Its within your price range, at the upper end but you get what you pay for. You'll never hear this sucker and it has fantastic quality. Works really well too. If you can bend the budget a bit/don't mind buying on ebay/don't mind waiting on a sale I would suggest this cooler. It can hold its own against the h100 in many cases. Not to mention silent!
It comes with it. I already had a tube of AS5 lying around, so I haven't even used the stuff that came with my Havik. This reminds me...I also have a tube that came with my Hyper 212 Evo.
