I would buy a single titan over those dual 7970's. Both options are going to be overkill for almost anything, and dual cards create more heat, noise, and power consumption.
Swap out the Motherboard. Asrock is asus's cheap ass brand and they die all the time. You are better off buying a true asus motherboard. Even a gigabyte is better though a lot of gigabyte boards die quickly too.
Anarmypig is correct, A single card with similar power will do everything you need and will have less issues. Crossfire and Sli have a lot of issues in games.
I would get an Asus or Gigabyte motherboard, and get a Titan, instead of the 7970s. It is true that dual 7970s will beat a Titan in most cases, but the Titan is a single stronger (the strongest card), and will eliminate issues caused by Crossfire, such as microstuttering. Another thing to consider is changing the PSU out for something from Seasonic, or at least the Black 80+ Gold modular series of XFX cards. I would get a Seasonic X 850 for your situation; Seasonic PSUs are the best out there, generally. Having a modular PSU makes things so much nicer when building, and offers the option to do cable sleeving later on.
Quick side note - the Phanteks PH-TC14PE CPU cooler beats the NH-D14 by several degrees; I have one on my 3770k, and at 4.8gHz 1.359V, it idles around 31 degrees C, maxing out at 69 degrees C under Intel Burn Test. It out performs the NH-D14, but damn, are the stock fans loud. I have to unplug them sometimes; they sound like jet engines. The NH-D14 comes with some fantastic Noctua fans, which are absolutely some of the best fans out there, but if you were to use the same fans on the PH-TC14PE, the Phanteks would beat the NH-D14 by even more. Just something to consider.
Also, getting an optical drive isn't necessary; I have only used my Bluray R/W once, and that was to install Windows 7 when Arch Linux went corrupt. Save yourself some money, unless you want to have one just for the hell of it.
Also, what resolution will you be playing at? cause if you are only gonna play at 1920x1080 then a crossfire/SLI set up would be way overkill. Unless you are going for a triple monitor setup. In my case I've got an FX 8350 and GTX 680 2GB running a 2560x1440 27" and I can max all games without hiccups.
Then just start with one card for now till you get the other 2 monitors and by then most the high end cards will drop in price and who knows, the titan might drop to the equivilant of two 7970's or the 7970 could drop to the higher $200 range and you'll save some money in the process.
The mobo you chose has 1 16x PCIe @ 16x. If you want to run dual GPU look for a mobo with at least 2 16x PCIe @ 16x. The one you have has it at 2 PCIe @ 8x
