Wtf wine

I have a normal wine installation in ubuntu mate. Nothing has been done to it but setting the libraries. All I want to do is open regedit however I get a black box with a windows frame and this error in the terminal.

If wine only spurts out a single line in the terminal, I think your installation of wine is broken. Maybe try deleting ~/.wine? and if that is not enough, actually reinstall wine.
