the main thing also that i am confused about is that it says it has ""1 * PCI Express x16"" but does not specify what version of PCI Express it is, it could mean that it is version 1 but I not 100% on that answer...

probably pcie 1.1. since it has ddr2, it is most likely pre-2007, which is also when pcie 2.0 came out.
yeah thats kinda what I am confused on, I just want to put a PCI Express 2.0 video card in it but its hard to say if it will work.. thanks for the post
yeah, if your BIOS is up-to-date, it will probably work. but not if it's a pcie 2.1 card. only pcie 2.0
