Really torn between getting the R5 - 1600 and a second monitor or the R7 -1700 .Budget is about 400$. I's be running vm's here and there,programming that's it basically.Ocassional or maybe rarely gaming. Very rarely.My gtx 970 is idle most of the time.
My i5-2300 gets the job done but i want to repurpose it as a vm machine/hosting server and the mobo has usb issues,other issues and also sata issues.
The monitor i am looking at is a 24 inch ips panel or va panel from benq or dell. Monitors are expensive in my country.
Its not as if i even need the extra horsepower but i think its time to upgrade for once,tired of slow boot times with my ssd thanks to the bios issues,not being able to add another ssd since i accidentially broke a sata port and usb speeds are so slow.
What kind of monitor you looking for?
24 inch benq va panel or dell ips(not flickr free so probably not this)
My opinion is the 1600 will do pretty well with VMs and your work. Then delivery day is that much better with a new processor and monitor.

Are you going to benefit more from extra horse power or extra screen reel estate?
I need more horse power than extra screen space, and this is why I am upgrading my CPU...
If you don't really need an 8 core, then go for the monitor and 1600... But if you do need the extra cores and can go without a new screen - go for 1700... 1700 is the best price to performance CPU right now anyways, so it's all fine...
What am i even supposed to do with a 8 core ? I am a programmer not a dev,a windows vm will occupy like 2 threads.I program in python,c and planning on learning java.Pursuing Computer Sceince and Engineering degree.

OK, hold on for a while, check what the reviews say about the 1600 and decide if the difference in performance, which if you are not really that heavy user may not be that important, is worth the monitor.
I would say personally, try going with 1600 and monitor.
Second gen Ryzen will be better than the first generation, and supposedly will be able to get an 8 core then and get much more...
That's what i have been thinking about given i would'nt have to buy a new mobo since amd has promised am4 till 2020.

If you currently have a crappy monitor, I'd suggest going for the monitor. I've had my 24"LCD for about 9 years now, and it's been with me through several systems.
For VMs, cores and RAM are where it's at... but 6 vs 8 probably isn't enough of a difference. I'd say get the 1600 now, and maybe you can sell it and get a 1700x or 1800x for cheap in the future after newer stuff comes out.
If your current monitor is OK... I'd suggest waiting on the monitor because 4k 120Hz is coming - it's inevitable - and that's going to be where it's at. Maybe a get a used monitor instead to hold you over, and get the 1700.
