In my opinion you should get a single gpu like gtx 780, r9 290/290x or even gtx 780ti since crossfire can cause some problems and you would still be under the 2000 mark since you could swap out the powersupply to a 750w
I would also get a single GPU solution, as they are usually more stable and such.
Someone could probably whip up a 2011 build with that budget.
No Storage? Or reusing old?
And only 21.5" Screen? You cold get a decent 23 or 24 inch for less money.
