i already have a hard drive lying around

so i dont need to get one, and also im getting a:  Raidmax Super Comet USB 3.0 Mid Tower Case, 500W PSU, Black

I would go with the AMD build. Why aren't you getting dual channel memory though?

Either build will do fine, for the price you are paying for that 640 you can buy a 7750 for the same price and get quite a huge peformance increase in gaming. http://www.anandtech.com/bench/Product/612?vs=535 This is a bench between the GT640 vs HD7750, the increase is huge.

Why would you spend $150 on a 7750 when there are 7770's on sale at some places for $130

the best value graphics cards are from previous generations on ebay. there you can pick up 560 ti's for like $150
