Could just be a glich with task manager. You might need to go in to your Advanced Boot Options and set you max memory to 16gb. Also make sure you have Home Premium installed and not Home Basic.

reseat the ram.
windows home premium does limit your ram.... that's one of the selling points for pro. I'm about to hop on a plane so I don't have time to google it.. but the limit might be 8. Someone check me!

limit is 16 gigs. I have a desktop at home with 9 gigs, and it is able to use all of that.
x86 vs x64 I didn't know it was that severe, geez!!!!
Check a setting in your BIOS. Linus Sebastian of Linus Tech Tips had this same issue with his motherboard and he had to change a setting in the BIOS is order for windows to see all of his avalible RAM. I can't find the video, but I am sure after some quick searching you can find it. Hope this helps!

Alright I think I know that the problem is I just don't know how to fix it. I have a quad channel memory kit and its running in dual channel mode. How do I switch it?
youre memory runs in dual channel, ivy bridge only supports dual channel..
is youre motherboard capable of putting the memory voltages upto 1.65V?.
Yea it was before but now its only booting at 1.5v 1600mhz CL11
strange thing is, that CPU Z does sees 16GB of ramm.
Maybe you can try this.
click start then typ in Msconfig
go to the > second tab,> Computer bootup tab.
then click on advanced options.
then look if the max memory is enabled at 8GB, if thats the case, just disable that.
the maximum memory tab needs to be disabled.

by having on the motherboard 1 stick at a time, does it recognise all of them?
Maybe run memtest to make sure all your ram are working good.

Damn you are right.
i hope he look at my post above, that would probably be his problem, msconfig probably set a ramm limit at 8GB of ramm he just needs to disable that, like i said above and shown im my printscreen. ☺
If that still not the issue, then the last thing i could think about, is the bios remapping option in the bios, but i think its msconfig option
