I found this desktop screenshot on 4chan a few days ago and fell in love with it. I've searched up on Windows custmization but all I've found is basic things like changing your wallpaper or taskbar. How can I get something like this? Is he just using Rocketdock and Rainmeter? Image
Look on deviantart for windows themes, you'll have to patch your system with Uxpatcher. Plenty of tutorials exist.
At most you probably change the UI. Otherwise paid Linux with Wine as it's far superior.
BTW, it's a UXTheme.
