I just built a new PC and I was wondering if I could install Windows 8.1 pro for students without having any version of windows installed already.

If it is a full OS then yes you can. Do you have it on a disk or usb? If so just plug/put it in on start up and it should boot the cd or go into bios and change your boot up order to look for usb first. If you just have a key then go on your laptop and download windows 8.1 from the official website then create a bootable usb then follow my first step. Hope that helps.
