So I am having this problem with Windows 8.1 when I set the wallpaper that is 1920x1080 resolution the desktop wallpaper looks pixelated?

this is my problem but I should not have to do this method every time
Windows is attempting to compress your background due to file size. What is the file size of the background image you're using? This particular feature (as near as I can gather) is probably to save on memory. According to that link you posted, there's not a way to turn that off. Are the work arounds not working for you?
