Before nuking take a look at your startup ? Just a guess considering how far it makes it after boot.

msconfig and services.msc are your friends. Also get process hacker so you can see what is actually running under the guise of svchost.exe.

More things to consider. If you have recently patched windows 7, perhaps you fixed a vulnerability that the malware exploited. meaning instead of functioning like it did before, it is now crashing.
Assuming Lockett is malware. Sounds like it to me!
