I'm having another issue with a different PC. I know, right? Just my freaking luck...
I'm trying to install windows 7 on a HP Compaq DC7900 via Flash Drive, and it seems to get stuck on "Windows is Loading Files" It installed Kali from the same drive a couple months ago, and yes I formated it when flashing it with the windows install. When I look at the drive after it's done loading the files, the activity light is "idleing" meaning that it's inactive. It might be that fact that it's a usb 3.0 running on a 2.0 port, but I highly doubt that's the case. I tried loading it onto a USB 2.0, but alas, that didn't work either. I'm stumped...
Update. Now using a spare ssd to see if I can do it like that.

burn it onto a disc if you suspect it's usb.
Meanwhile, this is a CD driveless PC. just a junk PC I found on the road that happen to work. Like I said, I installed Kali from the same drive on the same PC a couple months prior. Its mainly curiosity that drove this post...
