@bifshi I happened to come across a thread called Before I condemn my I5-13600K as Faulty. Inside the thread, there is a post by @WillR to @Kiltrash. The post talks about how Intel wanted @WillR to download the Intel® System Support Utility for Windows before Intel would okay the RMA.
