I will be soon building a PC come Christmas and I was wondering whether I could install the Windows 10 technical preview (or consumer preview which is said to be released at the start of 2015) while I wait for the full version to be released. Is it stable enough to deal with for a few months, and if not will the consumer preview be good enough.
Also once the preview expires will I be able to update it to the full version with out having to re-install everything?

After the testing period ends - you will have to reinstall everything from scratch.
It keylogs EVERYTHING you do - so if you pirate ANYTHING forget it
It is fairly stable, but still shits itself from time to time - -for example my computer will not boot into the tech preview without my win 8 install disc in the drive. No idea why - it doesnt even load the disc up but without it i just blackscreen every time.
There are some directX issues that can make certain games CTD
Consumer preview will not be released until 3rd quarter AFAIK - there are way too many feature still not implemented yet, such as cortana, and lots of other stuff not available unless you installed with US English as the default language.
There are ZERO performance increases over win8.1 so unless you are desperate to try the new OS just stick with win 7 or 8.1
The main reason I wanted to use the technical preview is because I may not have the cash to buy windows by Christmas, but I'll see what I can do. There's always linux.
I have been running the Win10TP since it was released. 98% stable, a few little hiccups, but I'm quite impressed.
Some things I would normally use don't work, like using the AMD Raptr recorder doesn't use the graphic card. Sony Vegas also don't use my cards for rendering. Some games have become a little flaky, I like to play Day of Defeat and it crashes periodically. Takes Steam with it, poof just gone out of memory like you were never playing, odd. There are just about the only things I have come across. Apart from those small things it's a real nice user experience. If I were to guess it's more like Windows 8.1 with some user tweaks. You might have a better time with Win8.1 and Start is back. There is a Reddit sub that sells MS licences real cheap. I have not used them myself and I'm still not sure if it's not hinky but you can get keys real cheap.

I'm right in the middle of downloading it into one of my old laptops to have a looksee, not going to use my main system cause reasons but the laptop will do.

Really doubting that digital juice is completely legit and legal because if he could legitimately sell copies of windows for 10 dollars and make money then why doesn't he just put an ad on tv or in a popular magazine saying "hey 10 dollar windows buy here". Everyone who would ever want to buy widows would come rushing.
I was actually referring to downloading windows 10 technical review, I'm having a play with that, have had a small hiccup but apart from that it looks pretty good.
