Okay so this is going to sound really dumb. But I'm having general windows 10 speed issues. BEFORE YOU CLICK OUT listen to what I have to say. I have windows running on a WD black. Here's the thing. It completely locks up every hour or so. Everything but the system UI work. When I try to search things in the start menu, nothing pops up. And sometimes it decides to flat out set my background to black. Now here's my question. Is this a hard drive speed issue. Or is it the fact that windows 10 is a buggy piece of garbage? If so is there any way to fix this? Also I honestly don't want to reinstall. I've heard of refreshing, but I'm not 100% on how that works. Thanks for the help in advance.

I don't usually advise people to just re-install the OS when they run into a problem; although in this case it may be the best option. You could be running around in circles forever trying to figure out what's wrong, when it could just be a bad OS installation.
There are ways to fix an OS gone bad (recovery media, system file check, etc...), however unless the OS has been installed for a significant amount of time (with lots of programs installed and custom setting etc...) it is usually just easier to re-install the OS.
If you really do not want to re-install the OS, or the problem still persists after re-install, here are my suggestions. Make sure the correct drivers are installed; most importantly but not limited to motherboard and GPU drivers. Check the health of you HDD with CrystalDiskInfo. Check the health of your RAM with MemTest86. Not applicable to clean install: Perform a system file check (admin command prompt > sfc /scannow), which will check the integrity of the system files and attempt repairs. Use recovery media.
I've only had my hard drive for about 2 years, With pretty minimal use. I haven't downloaded a huge game in about a year. Anyway, should I get an ssd, new hard drive and backup drive? And just install windows on the ssd?
It doesnt matter, HDD, like all other kinds of technology; just break sometimes. What I would suggest is getting an SSD, put your OS of choice on the SSD, then mayhaps use the current HDD as a secondary/backup drive. And if you need to get another drive.
Alternatively, they make a disk utility for windows to check the longevity of the disk for errors.
