I have tried that and no luck. If I restart it works as normal but after an hour it stays like that

Yes, I am allowing background apps to run. I turned it off then back on with a restart. Also turned off all the Microsoft app like groove and 3d viewer

Pray that Microsoft fixes it (or they start working again on their own). I’ve had issues too with notifications in the past, just ignored it. As of now they seem to work on 1809 for me.
What’s really dumb is that you miss the notification of new devices connected or ejected. I’ve never been too critical of Windows and Microsoft, but now it’s getting annoying at best.
It didn’t bother me at first just getting annoying
