So i got a hp 8200 elite sff. on their computer booklet it says that the computer supports the Radeon HD 6450 low profile card, i found this one on newegg but idk if it will work on my computer. it uses pcie 2.1 but my computer has pcie 16, pci 1 and another one so would it fit work

Any low profile GPU should work fine, but that's also going to depend on the power supply in it, you could always just move to a different case or modify that one to run without the side panel on to fit full sized GPUs and power supplies

Probably better off with something else man, why do you need it? how much were you going to spend on the whole thing? Because that thing most likely only has laptop hardware in it
I bought it for normal use but now i need it to boost my performance in arma 2 and i aslo found out that pcie 2.0 cards are backwards compatible with pcie 16 so basically i solved my own problem

They are ya, but like nothing is going to help a 6450 play ARMA better really, you'd be better off with something like a 370 which is around $130 USD atm

You could also try to fit in a full sized card with a PCI-e Extension, though this one's shipping from china
