Will this older PC cut it for streaming?

Hello everyone! So, I have my old PC I used to game on just sitting in the closet collecting dust. I would like to turn it into a dedicated streaming PC for twitch. The specs of it used to be pretty good, but they are pretty mediocre now a days. It's a quad core AMD Phenom 9500, 3GB of RAM, an Nividia 9600 GSO graphics card, 200GB of Storage, and Windows Vista 64 bit. It's also a HP pre-built system so I can't overclock, but I don't think I'd need too. I'd like to throw a capture card in it, maybe more RAM if needed, and load it up with some streaming software and make my own twitch channel. The reason I want to use my old PC instead of my new PC is because I don't like the performance hit I get when I stream and game at the same time. I figuered my old PC should have pleanty of horse power to handle streaming. But I would like a second opinion and some suggestions on what I could upgrade to maybe improve the qualtiy of my streams and what not. I also would like some recommendations of a nice capture card. The Avermedia HD seems pretty solid but it's rather expensive and if there's another cheaper but still quality option, let me know!

streaming is more on the cpu load more than anything, it should be fine with obs preset to supperfast with a bitrate of about 3k.

depends on what rez you want to stream with, that in mind 720p would be about the max that could do with this preset

 

i'd say that 720p, 30fps, 2500kbps would be about the best you can hope for with that system.

so, not bad, but not really good, either...
