Why is ubuntu freaking out if i have less than 2GB of ram free?

hey guys, i'm having yet another linux issue. it seems that whenever i am using more than half of my RAM, (4GB) ubuntu freaks out and starts desparately trying to put things in the swap, which is causing my PC to stutter uncontrollably. is there anything i can do about this? i am using Ubuntu GNOME 14.04.

I think you can edit the swappiness parameter in the /etc/sysctl.conf file so that it waits until more memory is used up before switching to swap:
