Why does it take so long for a GPU like Titan to roll out?

So as Linus said that the Titan is basically a "failed" Tesla GPU picked from the binning process. What do they do with the failed Tesla GPUs before?

And would it become a future business model for Nvidia where they use Maxwell Tesla GPUs for something like Titan II?

The Titan chip could not handle the work load Nvidia wanted it to without a fan to cool it, so it failed their requirments fot it to be a Tesla GPU.

It might be a card they continue, but most likely it will not stick around as a series
