Which Monitor is Better?

Originally I thought about just using a 1080p TV I had for my new gaming rig, but my friends convinced me to get a monitor to minimize input lag.

So my budget is around the $130 price range, and I came across these two models:

My question is, which one it the better choice? And is the LED back lit option an IPS panel?
How can I tell?

I would say either one would be perfectly fine. I'm not sure if the first one is IPS. I would go IPS though.

The Acer S241HL is a TN panel. So if your picking between those two pay the $10 more and get the IPS Acer H236HL.
