More concerned about faulty, not watts. As you had it working before and on boot it would never hit TDP.
Just trying to rule out everything.

I tested the other PSU. Still same screen.
I’m going to get a computer tomorrow that has multiple PCI-e slots and put the Pro Duo in that with another GPU as the primary GPU (probably the 560).
We’ll see if booting using the 560 let’s me get into the OS, then I can see if the Pro Duo is present.
If it is, then I can flash a new BIOS onto it. If it isn’t, then I can ask AMD how to proceed since I imagine their help would be required in that situation.
