Leaderboard for overclocking, 1.3 appears to be about the max average, probably want to stick to 1.25
I wouldn't go above 1.35v

There's a lot of variables here... generally 1.35 but it depends on your motherboard and cooling solution. I wouldn't recommend anything above 1.3 if you're on air. If you're cooling solution can keep it under 60-65c at full load 1.4v wouldn't be unreasonable as far as chip longevity goes.

1.35 volts would be around where i'd stay, temperatures permitting... above that is triple radiator/custom loop territory usually.
Even with that it's no guarantee that you will keep that chip below 65C at 1.4v, 5820Ks hit 70C very quickly above 1.25v.
What @Fouquin said, gotta keep an eye on those temps running it close to TJmax isn't very healthy for a overclocked chip...
Yeah no kidding.. The 5960x is just as bad.. Albeit a little more efficient per core. I'm pretty sure that skylake e will perform better.. That being said keep the voltage below 1.36 if you don't want soaring Temps under high load
Make sure you stay clear away from your max t junction temperature.. Its pretty bad for the transistors to be that hot for too long.. Alters there chemistry more the jotted they get in fact there's a lot more material science engineering topics behind what happens to a semiconductor during a thermal break down process.. So get curious!
I have my 5820K at 1.31V right now and temps are fine.
1.31 Is generally okay if you have a stable over clock.. No reason to move past that if your satisfied lol
Well my i7 4790K OCed to 4.8Ghz and right now my 5820K is at 4.6Ghz and I wanted to squeeze a bit more out of it. Also I have the voltage at Adaptive :P. And the board is a MSi X99S SLI PLUS
Don't expect to get as much out of a 5820k it just won't happen. You might get 4.7 if you're very lucky.

Soul.. We have seen quite a few 5ghz chips out of the 5820Ks
He'll I got 5 out of my 5960x
But on an AIO? And I'm sure it took at least 1.5v which isn't exactly safe for a chip long term.
